Public education is one of the largest public investments made by Iowans. Through state income and sales taxes, local property taxes, and other revenue sources, taxpayers invest billions of dollars each year in Iowa’s K–12 public education system. In return, Iowans expect those resources to be managed responsibly, used efficiently, and focused on improving student learning and achievement.
To help stakeholders better understand Iowa’s school finance system, Iowans for Tax Relief Foundation has developed this School Finance 101 Toolkit: A Practical Guide for Iowa School Board Members, Taxpayers, and Community Leaders. This toolkit explains key school finance concepts in plain language, including how schools are funded, how financial decisions are made, and how those decisions affect students and taxpayers.
This toolkit is designed as a practical reference—not a comprehensive legal or accounting manual. It focuses on the concepts school board members and taxpayers encounter most often, addresses common misconceptions, and explains how major pieces of Iowa’s school finance system work together.
